The Finland Under 21 striker, brother of Ipswich Town forward Shefki, has put pen to paper on a two and a half year deal at St Andrew's and has been given the number 14 shirt.
Blues are now just awaiting international clearance on Kuqi which they expect to arrive at the end of next week.
