Blues reportedly had a bid for the Dutch striker rejected earlier this month but the players agent, Winnie Haatrecht, has now said that Babel is pondering over a possible move to St Andrews.
"Birmingham is still a possibility," Haatrecht has told The Sun newspaper.
"It would be simpler for Ryan to continue in the Premier League, a competition he knows well.
"We're actually studying an offer."
