England Under-21 international Carter has moved to the Stadium of Light on an initial three month loan deal.
Twenty-year-old Carter recently signed a new three year contract at St Andrew's but has fell right down the pecking order at Blues following the arrival of more experienced midfield players such as Jesper Gronkjaer, Muzzy Izzet and David Dunn.
