Carter marked his first game of a three month loan spell by getting himself on the scoresheet in the The Black Cats 3-1 win against Preston at The Stadium of Light on Saturday.
However, Blues have told Sunderland that the 20-year-old midfielder will not be allowed to play in their game at Gresty Road on Tuesday evening because they don't want him to become cup-tied.
