The FA video advisory panel are still looking at tv footage of the Blues home game with Blackburn when Dugarry was alleged to have elbowed Rovers centre-back Craig Short in the face.
An FA spokesman confirmed: "We are awaiting further video evidence before we decide whether or not any action is to be taken."
Steve Bruce has already stated that should the FA decide to charge the French striker with the offence he will ask for a personal hearing.
