Both players have signed three-year deals, with wing-back Clapham arriving from Ipswich for a fee of £1.3million and midfielder Clemence costing Blues £900,000 from Tottenham Hotspur.
Clapham will wear the number 23 shirt, while Clemence wears number 32.
