The Blues midfielder had passed a medical and agreed personal terms with The Latics and a three year deal had been thought to have been completed.
However, it appears that Kapo is in dispute with Blues after returning back late for pre-season training and so the deal has been put on hold.
Kapo failed to return for training on 1st July claiming that he required surgery on a wrist injury and it is alleged that he is yet to pay the fine imposed by the club.
