The 22-year-old Blues forward, who had a loan spell at Burton Albion last season, has moved to the Abbey Business Stadium on an initial one month loan deal.
Shroot could make his debut in The Robins' opening game of the season against Gillingham at The Priestfield Stadium this afternoon (Saturday).
"Robin is a quality player with great ability and I'm really pleased that we have got him at such short notice," Cheltenham boss Mark Yates told his club's official website.
"He is a good all-round footballer who can play in a number of positions but most importantly, he's a good attacking player and I'm sure he can create and score goals for us."
